PPWR – Packaging and Packaging Waste Regulation

On 1 August 2026, the European Commission published the second edition of the frequently asked questions on the Packaging and Packaging Waste Regulation. This edition provides important clarifications on the roles of manufacturers and producers, existing stocks of packaging, traceability, technical documentation, declarations of conformity, substances of concern and the approach taken by supervisory authorities.

Template for an end-user declaration under the PPWR Regulation for foreign suppliers (CZ/ENGLISH)

Pursuant to Article V, paragraph 17 of the General Terms and Conditions in force from 1 July 2026:
A professional end-user who is a party to a contract for joint fulfilment is obliged, prior to purchasing packaging (a packaged product), to inform their foreign supplier (manufacturer) that they are the end-user and that the obligations arising from the manufacturer’s extended responsibility must be duly fulfilled by the manufacturer in question.

New rules and requirements for sustainable packaging

• Target for 2030: all packaging must be recyclable.
• Targets for 2030 and 2040 for the minimum percentage of recycled content in plastic packaging (for example, up to 65 per cent in single-use plastic bottles by 2040).
• Definition of packaging that must be compostable only.
• Minimising the weight and volume of packaging and avoiding unnecessary packaging.
• Minimising substances of concern, including restricting the placing on the market of food contact packaging containing perfluorinated and polyfluorinated alkyl substances (PFAS) where they exceed certain thresholds.

Reuse targets and refill obligations

• In 2027, a minimum number of reuse cycles will be set for the most commonly used packaging formats.
• New binding reuse targets for 2030 and indicative targets for 2040.
• The targets vary according to the type of packaging used by economic operators (for example, the binding target for transport packaging for 2030 is 40 per cent, and for group packaging it is 10 per cent).

Labelling of packaging

• Packaging will have to bear a harmonised label containing information on the material composition of the packaging, thereby making it easier for consumers to sort it.
• The label will also state the proportion of recycled material it contains.
• In addition to packaging, waste bins intended for the collection of packaging waste will also be labelled with harmonised labels.

Restrictions on certain packaging formats

The new rules introduce restrictions on single-use plastic packaging for:

• packaged fruit and vegetables weighing less than 1.5 kg
• food and drink served and consumed in hotels, bars and restaurants
• individual portions of condiments, sauces, coffee cream and sugar in hotels, bars and restaurants
• small, single-use cosmetic and toiletries in the accommodation sector
• very lightweight plastic bags
